Dr .Issa is Consultant Ophthalmologist and Vitreoretinal surgeon at Zayed Military Hospital, Abu Dhabi. He received Kirwan Medal and Prize in Ophthalmology University College Dublin in 1999. He graduated with honours from University College Dublin in 2000. He received higher ophthalmology training in the UK. He worked as locum vitreoretinal surgeon at James Cook University Hospital, UK.

He was locum clinical lead of the Diabetic Retinopathy Programme in the Teeswide region, UK and a member of the Teesside Retinal Screening Board.

He is a member of the editorial board for World Journal of Ophthalmology and International Journal of Ophthalmology and Eye Science (IJOES). He is a reviewer for the retina section for Eye, Clinical Ophthalmology, World Journal of Ophthalmology, Journal of Postgraduate Medicine, IJOES, Saudi Journal of Ophthalmology.
